Our Mission
 
Our purpose is to provide statewide leadership in recruiting a skilled, diverse workforce for Oregon state government. We focus on providing innovative solutions for improving the state’s recruitment process, creating and implementing a viable and sustainable succession planning process to provide workforce bench strength, and increasing representation of minority candidates in recruitment pools at all levels.

HIRE System Update

Recent staffing cuts have compelled us to re-evaluate our service and program delivery. The Statewide Training, Development & Recruitment staff has been dramatically reduced leaving only 2 staff in the Statewide Recruitment service area. As a result, among other service reductions, we are placing the Hiring Individuals Ready for Employment (HIRE) system, which focuses on hiring people with disabilities into state government service, on hiatus until such time as we have the staffing resources to support the work effort. The hiatus is effective July 1, 2009.

While the Statewide HIRE System is on hiatus, please know that the Department of Human Services (DHS), due to their mission-centric and institutionalized business practice of using the HIRE system, will continue to self-administer the HIRE system for DHS-only recruitments.

Veterans' Preference in Employment
 
Senate Bill 822 was passed by the 2007 Legislative Assembly to revise ORS 408.225-235 and ORS 659A.885, which provide qualifying veterans and disabled veterans with preference in employment.
 
On March 1, 2008 we adopted a permanent administrative rule concerning this subject, OAR 105-040-0015
 
Here are the important changes made that affect our business processes:
 
 
Initial Application Screening
 
Five preference points, for eligible veterans, can now be used multiple times within the 15 year time limit.

Ten preference points, for eligible disabled veterans, can still be used multiple times and are not limited to initial hire or a 15-year period; they do not expire.

 
Application Examinations

 
Scored Application Examinations: If an agency uses, after an Initial Application Screening, a scored Application Examination to determine whom to consider further for Appointment, the agency will add (based on a 100 point scale) five preference points to a Veteran's score and add 10 preference points to a Disabled Veteran's score.
 
Unscored Application Examinations: Unscored Application Examinations done by application sorting into levels based on desired attributes, or other criteria to determine those in an applicant pool to be considered further for Appointment will be accomplished by:
(a) Advancing the application of a Veteran one level within a sorting process or;
 
(b) Advancing an application of a Disabled Veteran two levels within a sorting process.

Interviews

 
Preference in unscored interviews: A Veteran or Disabled Veteran is provided preference in unscored interview processes through an assessment conducted by the Appointing Authority or authorized delegate of the Veteran’s or Disabled Veteran’s merits. A Veteran or Disabled Veteran who meets all or substantially all of the agency’s purposes in filling the position will continue to be considered for Appointment.
 

Selection

 
When a Veteran or Disabled Veteran has been determined to be equal to the top applicant(s) for a position upon completion of the Application Examination process, then the Veteran or Disabled Veteran shall be ranked more highly than non-veteran applicants and, a Disabled Veteran shall be ranked more highly than both non-veteran and Veteran applicants.
 
 
Follow up
 
If an agency does not appoint a Veteran or a Disabled Veteran applicant, upon written request of the Veteran or the Disabled Veteran applicant, the agency shall provide in writing, the agency's reasons for the decision not to appoint the Veteran or Disabled Veteran.
